When you first start a website, you need to have a topic and some sort of plan as to how you want your website to look. You also need to know if you'll be using a website builder or making it from scratch with HTML.

Pre-made Website: Website Builder
From Scratch: Website Host

If this is your first website, I recommend using a website builder as it gives you a pre-built template to edit and make your own, which will eventually strengthen your knowledge in HTML & CSS. Here's a good list of builders & hosts:

Website Builders
-Freewebs: http://webs.com
-Ucoz: http://ucoz.com
-Spruz: http://spruz.com
-Webstarts: http://webstarts.com

Website Hosts
-000Webhost: http://.000webhost.com

Once you've chosen a host or builder, follow the instructions on their website to get started with your website. If you have any troubles, you can most likely find a youtube video or tutorial on their website or you could even use Spiral13 to find your answer.

Once you've planned out your website and setup an account with a host or website builder you'll be given some instructions:

Host
Upload your forum, blog or other webpages(Win.rar)

Website Builder
Choose a pre-built template(design) to start with
Select types of pages to start with
Fill in your content

NOTE: I'm not really going to help too much with hosting or HTML is this tutorial, you can either ask a question or wait for the release of such a tutorial.

You should have already planned out your website a little bit, gotten your business name, maybe a slogan, and most importantly for your website, how you want it to look. Eventually you can make your own template/design or hire someone to do this task for you, but for now simply choose the best one for your website.

After you've chosen a template most website builders will help you create your website and will have a list of pre-built pages to build off of. Let's say you're making a website for your OWN game like Runescape or WoW, you would want to start with something like this:

-Home
-Game
-Community/Forum/Members' Area
-Support

Or maybe you're making a fansite for Pokemon:

-Home
-Pokemon Games/Videos/Pictures
-Community/Forum/Members' Area
-Links

Of course every website is different and you can definitely have more than 4 pages. Once you've selected your starting pages, look over them, use the pre-written content to your advantage and look at other websites or example sites for help, but NEVER copy. Copying another website is a guaranteed way to lose visitors.
